Throughout David’s career he has led and integrated major mergers and acquisitions, securing capital through both equity investment and international debt markets. He has successfully delivered private-sector bids and commercial negotiations for large-scale infrastructure projects delivered under BOOT, PPP, EPC, D&C, Alliance, O&M and FM modes demonstrating deep expertise in complex commercial and contractual environments.

David’s public-sector leadership includes senior rolesoverseeing infrastructure procurement and project delivery for the NSW Government, and stakeholder engagement, enabling him to bridge the interface between public and private sector delivery.
