Central West Orana Renewable Energy Zone

The Central-West Orana Renewable Energy Zone (REZ) was the first fully structured, legislated REZ model in New South Wales (NSW). This landmark energy infrastructure program is designed to unlock at least 4.5GW of new network capacity and enable large-scale renewable generation across a 20,000 square kilometre region in NSW.

A team member of Altamira provided transaction and commercial advisory services for key downstream packages, including synchronous condensers and critical balance-of-plant infrastructure, supporting the delivery of one of New South Wales’ most significant first-of-kind energy programs. The role involved refining the procurement strategy, managing highly interactive tender processes and navigating complex stakeholder interfaces across ACEREZ, EnergyCo and the Australian Energy Regulator (AER).
The scope of services included contract development, commercial and financial analysis, and competitive tender evaluation under extremely compressed timeframes. Strong competitive tension was maintained through an extensive market engagement process and dual negotiations with global Original Equipment Manufacturers (OEMs), supported by disciplined governance, probity and reporting processes that enabled regulatory approvals and secured a “no objection” outcome.
This experience highlights our team's experience in delivering sophisticated transaction and commercial advisory services on complex infrastructure programs, balancing regulatory requirements, market dynamics and commercial drivers to achieve value for money and long-term system reliability.
