Lord Howe Island

Altamira team members supported the Lord Howe Island Critical Infrastructure Program with transaction and commercial advice for the procurement of a replacement vessel and freight operating service. The engagement addressed procurement strategy, commercial structuring and service continuity to support the long-term sustainability of the island’s World Heritage-listed community.
A successful transaction needs to reflect the environment in which the service will operate. For Lord Howe Island, this meant balancing commercial viability and reliable freight services with the community’s needs and the island’s unique environmental setting.

The Lord Howe Island Critical Infrastructure Program includes the procurement of a replacement vessel and freight operating service to support the long-term sustainability of this World Heritage-listed community. The program requires a highly tailored approach to procurement and commercial structuring within a constrained and environmentally sensitive operating environment.
Altamira team members supported the NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW) with end-to-end transaction and commercial advisory services. DCCEEW was the nominated client, however the project couldn’t have been delivered without the support of NSW National Parks & Wildlife Service and Lord Howe Island Board.
Our team’s work included the development of a flexible procurement strategy, market sounding, and delivery of a two-stage EOI and RFT process to engage both local and international vessel markets. We lead the re-negotiation of an extension to the existing freight services contract to ensure continuity of freight service whilst the new vessel is being delivered.
The team led the development of robust commercial frameworks and contract documentation, addressing risk allocation, operational performance and long-term service sustainability. This included advising on ownership and funding models in collaboration with NSW Treasury and establishing mechanisms to maintain service continuity.
The project demonstrates capability in structuring complex, bespoke transactions that balance commercial outcomes with community, environmental and operational objectives.
