Ensuring it had the right procurement strategy to select a delivery team who could manage the technical challenges and complexities was crucial, accomplishing the contract execution within 18 months was critical for the client.

Altamira team members provided transaction leadership for Western Harbour Tunnel, guiding procurement through to contract award under an incentivised target cost model for one of NSW's most significant motorway projects.
Our team led procurement strategy, tender documentation, interactive tendering and evaluation processes, including development and management of the Southern Tunnel Works Contract and associated governance. This included oversight of EOI and RFT stages, tender evaluation, Infrastructure NSW assurance processes and contract finalisation within a compressed delivery timeframe. Altamira team members also supported direct negotiation of Stage 1 Southern Tunnel Works as a contract variation, securing a value-for-money outcome while maintaining alignment with Government affordability objectives.
A tailored procurement approach was developed to respond to project-specific risks, market conditions and programme requirements, including contract mechanisms to support technical changes in tunnelling methodology, planning approval modifications and improved delivery outcomes. Contract execution was achieved within 18 months.
